Richardson City Council Work Session September 9th, 2024
OPENING & PUBLIC HEARING ON TAX RATE
All councilmembers are present as well as City Manager Don Magner and City Secretary Aimee Nemer.
One written public comment is acknowledged that opposes the proposed tax rate of .0054218. City Manager Don Magner notes that no comments on the tax rate from the Dallas or Collin County tax transparency websites have been received.
Only two items are on tonight’s agenda. The first is a public hearing on the proposed tax rate of .0054218. City Manager Don Magner presents. Departmental budget presentations were given throughout the summer. Budget workshops were conducted on Aug. 5th and 6th. A budget presentation was also provided on Aug. 19th. Tonight will be a review of these presentations. Don highlights some of the key points covered in past presentations. A public hearing on the budget is scheduled for Sep. 16th. Having seen this presentation multiple times before, Council has no additional questions at this time.
COUNTY APPRAISAL DISTRICT APPOINTMENT PROCESS & CLOSING
The second item on tonight’s agenda is discussing the Dallas and Collin Appraisal District representation for 2025. Asst. Finance Director Todd Gastorf presents. Todd explains that the appraisal districts now consist of nine voting members. This includes three who are elected, five who are appointed, and the county assessor-collector is now a voting member. Current membership for these boards can be viewed on slide 75 of the meeting handouts. There are 18 total since Richardson falls within two counties, so I won’t list them here. Five directors will need to be appointed this year for the term beginning January 2025. These appointments are voted on by the taxing entities within each county. The city estimates that Richardson will have 80 or less of the 5,000 votes for each county. Each taxing entity can nominate up to five candidates. The five with the most votes are appointed. Council asks no questions on this item.
Council discusses the DART State of the Agency Luncheon, a Labor Day event, the Richardson Real Heroes event, the passing of former Mayor Pro Tem Janet DePuy, and the Startup Runway launch. Council then convenes into executive session to consult with the city attorney regarding the Water District (NTMWD) customer cities contract. The footage ends here.
