Richardson City Plan Commission Meeting February 4th, 2025
All seven of the regular commissioners are present. One alternate, Byron Purdy, is also present. He will participate in discussions but not vote tonight. Dozens of visitors are present in the gallery.
January’s minutes are approved unanimously.
Now, time for the only public hearing of the evening on ZF 25-02. This is Staycation’s request for a Major Modification at 707 S. Floyd Rd. This request is to expand the footprint of the existing building and make site modifications to accommodate their use. This use is designated as an appropriate primary use by the Future Land Use Plan.
Staff presents a background of the request. Outdoor seating is planned as part of this development. This area is part of the W. Spring Valley Corridor PD, specifically, Sub-district A. The intent for this area is to provide a transition between single-family neighborhoods and Central Expy. 454 sq. ft. will be added to the existing building. Chair Marsh asks about hours of operation and if music will be played. Staff answers that hours of operation will be 7 am – 9 pm on weekdays and 7 am – 10 pm on weekends. Ambient music will be played and will be within the decibel levels allowed by code. Chair Marsh also asks about lighting. Staff answers that lighting will also be within code requirements. Chair Marsh also asks if any pedestrian improvements are planned. Staff answers that the current crosswalk is sufficient.
The applicant steps forward to present their request. She would like to plant new trees at this location as well. Vice-Chair Southard asks the applicant where they draw their customer base from. The applicant answers that they have regulars as far away as Fort Worth and McKinney. Many regulars are obviously local as well. She is confident that this customer base will still regularly patronize her shop. Commissioner Purdy asks what opportunities exist in this new space compared to the current Staycation location. The applicant answers that having a kitchen for food service will be the most helpful.
The public hearing now opens. Chair Marsh notes that 34 comment cards have been received for this meeting. 32 are in favor and 2 are neutral. 13 speakers are present. They all share basically the same message. This is a welcoming place that the community cherishes. They enthusiastically support this request.
Vice-Chair Southard states that some of the requested exceptions in this request are appropriate since they accommodate the desired atmosphere to make the community continue to feel welcome at Staycation. Commissioner Bohnsack asks about the parking plan. Staff answers that the request meets parking standards in the code. 20 public parking spaces are also available on the street nearby. The CPC unanimously recommends approval of the request. This request does not yet have a tentative Council hearing date.
