Richardson City Plan Commission Meeting November 21st, 2023
Six of the seven regular commissioners are present, Chairman Marsh, Vice-Chair Southard, Commissioner Roberts, Commissioner Costantino, Commissioner Keller, and Commissioner Bohnsack. One alternate, Gary Beach, is also present and will participate.
Minutes of the previous meeting are approved unanimously.
The consent agenda is passed unanimously. It includes a replat for utility easements for an office and warehouse development at 1401 E. Lookout Dr.
The main event is a public hearing on ZF 23-13, a request for a special permit and development plan for the Sherman Lofts mixed-use development at S. Sherman and W. Spring Valley. This development has appeared before the CPC and Council twice previously. This time, the developer is requesting approval for five stories with 373 apartment units, three live/work units, and 900 sq. ft. of coworking space. Staff provides a background of the request. Commissioner Beach asks about bicycle parking. Staff answers that they will provide approx. 40 bicycle parking spaces. The applicant steps to the podium to present their plans and answer questions. The applicant explains that the request for an additional floor makes the project financially feasible. The applicant also states that they have plans to put a publicly accessible coffee shop in the leasing center along with a coworking space. The commissioners ask questions clarifying access easements for neighboring properties, build-to zones, open space, and the mural planned for the parking garage. None of these appear to have changed significantly since the last request. The CPC unanimously recommends approval of the request, and the meeting adjourns. Council will consider this request at the Dec. 11th meeting.
